Hi Richard.  The code looks very good.
 
I assume the device needs to monitor the input for its own ID number, or is it possible to program the ID number and have all other input ignored?
 
Also, does it handle 10 bit addresses?    I am not sure from just looking at the code?

The I2C core is available from cvs (I2C.VHD).
 
I also added a design for reading data from a Dallas DS1621 I2C-temperature sensor called tst_ds1621 (more fun as a standard testbench).
 
Take a look at it; comments are welcomed.
