[oc] Anti-spam filter

Hi,

To avoid spam we now use mail filter. All messages posted to lists must
contain listname@opencores.org in 'To' or 'Cc' header. Also 'From' address
must be a valid email address. Message shouldn't have attached any *.pif.*
or *.vbs.* files. There are some other restrictions like using word
'subscribe', but that doesn't mean that message shouldn't contain souch
words. We plan to remove all 'mailto:' links from mail archive in near
future..

Also now you can use web based posting available in mail archive.
