Check out http://zxgate.sourceforge.net/
There you can download the VHDL source code for a zx81
and some of it should be similar to a spectrum.

Combined with http://www.opencores.com/projects/t80/
it gives a zx81 that fits in a xc2s200 including ROM and RAM.
There is a compiled edif netlist to download at sourceforge.

The tape A/D and sound is actually only digital ports and the video 
modulator wouldn't be any problem making digital either.
The problem would be to find out how the spectrum ULA really works but 
if you have a spectrum and an oscilloscope that shouldn't be to hard.
