I agree voting will not show anything.
A simpler Qualification Chart would be better.

Code size - number of lines
Tested against in-house testbench - Tick / NoTick
Tested against commercial testbench - Tick / NoTick
Documentation - None / Some / Adequate / Extensive
Community Support - Tick / NoTick
Author Support - Tick / NoTick
Paid Support - Tick / NoTick
Can be used in Commercial products - Tick / NoTick

and so on...

Most should be as objective as possible, and the overall community should be 
able to come to consensus of each of these without much hazzle, I think.

And, of course, the table is not static forever, and when someone adds a major 
section of documentation, it may warrant a change of that state.

With a fairly nice layout, and perhaps one core per column, to create 
overviews, for searches and stuff, I think it will say much more about the 
overall state of OpenCores than voting.
